Shepherd Murashiki is a healthcare funding and medical scheme strategist who works from an actuarial foundation. He has led the product development function for one of South Africa’s largest medical schemes, a fund covering more than 760,000 lives across sixteen benefit options. Over the past six years he has spearheaded the design and introduction of new benefit options, consolidated the scheme’s wellness strategy, and shaped hospital tariff negotiations, each built on the actuarial economics of pricing, claims experience, benefit-to-cost modelling and reserving.

His provider-network experience spans preferred provider network design and negotiations with two of South Africa’s largest pharmacy groups, GP profiling and network optimisation, and specialist network congruency, including direct engagement with the medical schemes regulator on product, benefit and network matters.

Shepherd is an established thought leader in the Botswana medical schemes and broader financial services market, advising large parastatals and major medical scheme administrators on strategy, product and healthcare funding.
